NWRH has a proud history spanning over 30 years. Our board is responsible for the strategic direction and overall governance of our organisation. From allied health to home and community supports and mental health and wellbeing, we offer services throughout rural, regional and remote Queensland communities, including Townsville, Mount Isa, Longreach, Normanton, Cairns, Doomadgee, Cloncurry, Mornington Island and surrounds. Mr Phil Barwick GAICD, GDipMan, GCertIE

Mr Barwick has extensive experience in a leadership role in the community sector, commercial and local government sector, in North West and Central West Queensland and at a national level. Mr Barwick holds formal qualifications in management including a post graduate diploma in Community Sector Management, a Post Graduate Certificate in Innovation and Entrepreneurship and is a Graduate of the Australian Institute of Company Directors.
Mr Barwick was elected to Mount Isa City Council in 2016 and again in 2020 and served consecutive terms as Deputy Mayor. During that period Mr Barwick was a member of the Mount Isa City Council Internal Finance and Audit Committee.
In 2019, he was appointed as Chair of the Community Advisory Group for North West Hospital and Health Service.
Mr Barwick is also a former director and Chair of the Mount Isa City Council Owned Enterprises Pty Ltd that operates the Civic Centre, The Buchanan Park Rodeo Arena, The Outback at Isa Museum and the “Hard Times” underground tourist mine.
He is a former chair of the Australian Mining CITIES Alliance Ltd. Previous to the appointment as Chair of Australian Mining CITIES Alliance Ltd Mr Barwick was a member director for four years.
Mr Barwick has previously held board and chair positions for a nationally significant employment services company, city council statutory companies and other not-for-profit companies.

Mrs Annie Clarke has extensive experience in leadership positions in local Government as Mayor, Burke Shire Council (15 years), Councillor and Deputy Mayor (18 years), Chair and board member of North Queensland Area Consultative Committee (five years), a nationally significant economic development organisation, chair of the local Disaster Committee, Gulf Savannah Development; Burke Shire Council’s representative on Regional Arts Committee, Energy Board, Regional Roads Group, North-Western Mineral Province Leadership Group, Native Title and Cultural Heritage Matters; State Advisory Committee for education including T.A.F.E. and distance education and a past advisory committee member of Mt Isa Centre for Rural and Remote Health.
Mrs Clarke is a Director of Clarke Grazing Ply Ltd, a past member of Burkeshire Community Advisory Network committee and a past director of the North West Hospital and Health Services Board, a position held since 2012 and the past Vice President of the North West Division of Queensland Country Women’s Association.
Mrs Clarke is a Non Executive Director of Property Rights Australia and has previously held executive positions with community groups such as President of the Queensland Country Women’s Association (QCWA) North West Division and a member of QCWA State Council, Isolated Children Parent’s Association, Gregory and Burketown Turf Clubs and other not-for-profit organisations.

Mr Reynolds was a Councillor with the Townsville City Council from 1973-1989, serving as Mayor of Townsville (1980-1989) and Deputy Mayor (1976-1980) and was State Member for Townsville (1998-2009), serving as Parliamentary Secretary to the Premier (1998-2001), Minister for Emergency Services and Minister Assisting the Premier in North Queensland (2001-2004), Minister for Child Safety (2004-2006) and Speaker of Queensland Parliament (2006-2009).
Mr Reynolds has extensive experience as a Chairman, Deputy Chairman and Director of the Boards of Corporations, Statutory Authorities and not-for-profit Companies and is the former Chairman of a professional dance company Dancenorth (2010-2013), Chairman of Townsville Port Authority (1990-1996), Chairman of ACT Vocational Training Authority (1992-1995) and Deputy Chairman of North Queensland Electricity Board (1979-1988).
Mr Reynolds was an Adjunct Professor at the Public Policy Institute at the Canberra Campus of the Australian Catholic University (2012-2013) and is the Australian Patron of Youth With a Mission Medical Ships Australia (2009-2024). Mr Reynolds is a Director of the Board of the Port of Townsville Corporation (2016-2024).
In 1985 Mr Reynolds was awarded membership of the Order of Australia (AM) for his service to local government and the Townsville community. During 2018 Mr Reynolds was awarded the Papua New Guinea (PNG) Queens Birthday honour as a Commander of the Most Excellent Order of the British Empire (CBE) for his work with PNG as Patron of Youth With a Mission Medical Ships Australia and his former role as Mayor of Townsville.

Professor Stable’s former roles include Vice-Chancellor and President of Bond University, Director-General of Queensland Health, Chair of the Australian Health Ministers’ Advisory Council, Hospital Chief Executive and Medical Superintendent and National Rural Health Workforce Board Director. Professor Stable is a past Rural General Practitioner and Flying Doctor, past Chair of the Brisbane Metro North Health and Hospital Service Board (May 2020) and past Director and Chair of Vast Bioscience and past Director of selectability and Jobtrain (subsidiary of selectability).
Professor Stable is currently a Director of the Health Workforce Queensland Board and a Director on the Royal Flying Doctor Service Queensland Board.
Professor Stable is a Fellow of the Royal Australian College of General Practitioners and the Australian Institute of Company Directors. Professor Stable has a Masters in Health Planning degree from the University of New South Wales and an undergraduate degree in Medicine from the University of Queensland.
Professor Stable was awarded the title of Adjunct Professor by the University of Queensland in 1997 and by James Cook University Townsville in 2001. Professor Stable was also awarded an Honorary Doctorate by the Queensland University of Technology in 2002. The Council of Bond University conferred the title of Emeritus Professor in December 2011.
Mr Edward Fewings

Mr Fewings has extensive experience in non-government and government agencies at service, program and policy levels. He was re-appointed to the Queensland Mental Health Commission, Mental Health and Drug Advisory Council in December 2022 and has worked across a range of sectors in a variety of roles in national, state, regional and local contexts including child safety and juvenile justice, economic participation, community development, natural and cultural resource management and housing.
Mr Fewings is currently working in the health sector, engaged by the Queensland Network of Alcohol and other Drug Agencies. The focus of Mr Fewings work is to ensure safe and responsive services, programs and policies that decrease the harmful impacts of alcohol and other drugs use. Mr Fewings has held positions on several local registered and unregistered boards.
Mr Fewings holds an Associate Diploma in Community Welfare from James Cook University 1990 and a Certificate in Governance for Not-for-profits: Governance Essentials from the Chartered Secretaries Australia 2012.
Mr Fewings has ties to the Mbabaram Traditional Owners in far north Queensland.

Chair Clinical Governance Committee
Ms Glaister has operated at senior levels in aged services for more than 20 years working across both not for profit and the private sector. Currently Chief Governance, Risk and Research with Southern Cross Care Qld, Ms Glaister’s career has spanned strategic and operational leadership within the portfolios of home care, residential aged care, retirement living, acute care and disaster management. Ms Glaister has been involved in state and federal advisory groups.
Ms Glaister is a Board Member of Catholic Care Central Queensland and a past Board Member of Nazareth Care Australia.
Ms Glaister holds a Master of Business Administration – Master Dispute Resolution, as well as formal qualifications in research, education, training, rural leadership and clinical teaching. Ms Glaister is a Registered Nurse with Australian Health Practitioner Regulation Agency and a graduate of the Australian Institute of Company Directors (AICD) and a Fellow of the Governance Institute of Australia (FGIA).

As a FCPA qualified finance professional Ms Doyle has over 20 years’ experience in the delivery of expert financial and organisational support across large complex organisations within the North Queensland region, most recently within the disability and education sectors and previously across three tiers of government – local, state and federal and large not-for-profit organisations.
A member of the Townsville Hospital and Health Service’s inaugural Consumer Advisory Council and involvement in the implementation of the NDIS into North Queensland, Ms Doyle is dedicated to improving the health outcomes of regional and remote communities.
Ms Doyle holds a Bachelor of Commerce, majoring in accounting, from James Cook University, is a graduate of the Australian Institute of Company Directors (AICD) and a Fellow Certified Practicing Accountant through CPA Australia.
